Panama City – Panama City Police say they want to review the impact of two new laws before they begin enforcing them, They are devising guidelines for the new panhandling and nuisance ordinances.

Critics say these two laws target the city’s homeless community. But police say this review has nothing to do with the sensitive nature of the new laws.

“Anytime there’s a law change, we go through this a couple times a year with state laws and command staff will look at those and then we’ll implement change,” Lt. Robert Luther said.

Once the review is finished, officers will be trained on enforcement of the new laws. Then, they will inform the public once they begin enforcing them.

Global Marine Terminal expanding in advance of Bayonne Bridge work – The Jersey Journal

Although the widening of the Panama Canal threatens to hurt some shippers in the Port of New York and New Jersey, the Global Marine Terminal is expanding in anticipation of it.

The Global terminal lies along Upper New York Bay on the Jersey City-Bayonne border, and unlike ships headed for the port’s main terminals in Newark and Elizabeth on Newark Bay, those bound for Global do not have to travel through the Kill van Kull and beneath the Bayonne Bridge.

The distinction is critical, in that the bridge roadway is too low for the world’s latest and largest generation of containers ships, so-called post-Panamax vessels that can rise 20 stories above the water, which will begin bypassing West Coast ports and traveling directly to the East Coast once the widened canal opens in 2014.

The Port Authority of New York and New Jersey, which owns the bridge, is rushing to raise the roadway an additional 65 feel above the Kill van Kull, to 215 feet at high tide.

But that project won’t be complete until late 2016, at the earliest. And officials say terminals on Newark Bay stand to lose at least some cargo business to competing East Coast ports during the two-year lag

Engineers to Take "Economic Fact-Finding" Trip to Panama

A number of engineers from Louisiana will take a five-day trip to the Panama Canal to learn how the state can increase it’s economy. Members of the American Council of Engineering Companies of Louisiana will travel to the Central American landmark to get a first-hand look at the widening project there. This, they say, will help them learn more about what Louisiana can do to take advantage of increased shipping traffic. The ACECL members will leave for the “economic fact-finding” trip on June 19.

Youths rally in El Valle: Panama event yields record attendance, nine baptisms

A record-breaking 110 youths attended the 10th annual National Youth Rally in the resort community of El Valle, two hours west of Panama City, Panama.

“It was the best ever,” said Tito Miranda, a minister and member of the planning committee. “We had a tremendous guest speaker from Mexico, eight effective discussion groups and nine baptisms, which gave meaning to our entire effort. I’m a big fan of PBS’ American Experience series. A recent segment focused on the decade-long efforts of the United States to construct the Panama Canal. What sounds like a dreary engineering tale actually turns out to be an exciting adventure story! Failed French efforts convinced almost everyone that it couldn’t be done: The magnitude of the earth-moving alone was staggering, but also the incidence of yellow fever was such that any workforce could expect to be decimated in the process, as had been the French.

But for America especially, the benefits of success would be enormous in terms of linking the continent for direct ocean transport and opening up Far Eastern trade for the U.S. East Coast and European trade for the West Coast. Yet the largest engineering project ever undertaken anywhere almost died several times while in American hands, and only the undaunted energy and persistence of President Teddy Roosevelt and the Army Corps of Engineers

What will become of Mexico? How can a country so powerful, so concerted, so modern, be so impotent, so chaotic, so backward? And how can Mexico, and all Latin America, take ownership of their futures?

Of the many themes of Carlos Fuentes, the celebrated Mexican writer who died Tuesday in Mexico City at 83, those were always uppermost. This tireless writer in many genres, from screenplays to op-ed pieces, gained fame for his trenchant, postmodern fables of a people, country, and continent struggling into the light.

Born in Panama City, Panama, Fuentes was the son of a diplomat, Rafael Fuentes, and the family traveled throughout Latin America. When his father was posted to Washington, the young Carlos was enrolled in local public schools and had soon mastered English. Fuentes never really lived in Mexico full time until his later teens. He was a global cosmopolite his whole life, living for long stretches in the United States, England, and France.

Bay County Man Indicted for Alleged BP Fraud – WJHG

Panama City- Panama City resident Daniel Marlow Jr., 46 years old, is in hot water with federal authorities. A Pensacola grand jury handed up a federal indictment against him Tuesday. It charges him with defrauding the Gulf Coast Claims Facility for $13,000.

Investigators said Marlow claimed he got laid off from his cooks job at Sharky’s Restaurant in May 2010 shortly after the Deepwater Horizon oil spill explosion. He claimed the spill kept him from finding more work. BP paid Marlow the $13,000, but Sharky’s Management said Marlow’s termination had nothing to do with the spill.

“We let him go about two months, three months before the BP oil thing happened. He used to call off a lot and we ended up letting him go for not showing up for his shift,” said Sharky’s Assistant Manager Brian Hammerle.

Hammerle, who recieved BP funds himself, said he wasn’t surprised by the allegations against Marlow.

May 16 – Fitch Ratings has downgraded the rating on the notes issued by
Newland International Properties, Corp (Newland) as follows:

–US$220 million senior secured notes due 2014 to ‘Dsf’ from ‘Csf’.

Fitch’s rating addresses the timely payment of interest on a semiannual
basis and ultimate payment of principal at maturity.

Fitch was notified by management that no scheduled payment on the notes was
made on May 15, 2012. As a result Fitch has downgraded the bonds to ‘Dsf’. Fitch
will continue to monitor this transaction for additional information in regard
to the project’s development and restructuring of the notes as part of the
ongoing surveillance process.

Newland is the real estate development company established to develop the
Trump Ocean Club International Hotel Tower (TOC), a multi-use luxury tower
located on the Punta Pacifica Peninsula in Panama City, Panama. The TOC building
was officially opened to the public on July 6, 2011.

Bradenton.com reports that Manatee’s port is the only one in Florida building a new container terminal with an eye toward attracting additional traffic from an expansion of the Panama Canal. But whether the port can cash in big-time when the canal expansion concludes in the next two or three years seems unanswered.

“What is clear today is that port leaders’ foresight in pursuing an aggressive construction programme and deepening its channel to 41 feet-plus – well before the canal expansion concludes – can’t hurt,” said Bradenton.com.

The port is nearing the end of a decade-long, US$200 million expansion and has dredged to accommodate ships that have passed through the Panama Canal.

“It creates an awful lot of opportunities,” said Peter Straw, executive director of the Sarasota Manatee Manufacturers Association, representing local manufacturing companies.

A Memorandum of Understanding (MOU) between Petrotrin and Panama-based Melones Oil Terminal Inc (MOTI) now gives the State-owned company an avenue to explore bunkering opportunities in the Panama Canal.

The MOU was signed at the Hilton Trinidad on Monday and coincided with the activities of the 2012 Caribbean Investment Forum (CIF).

Petrrotrin chairman Lindsay Gillette and MOTI director/treasurer, Juan Carlos Heilbron signed on behalf of both companies.

“This arrangement represents a major step for Petrotrin as our presence in the Panama Canal provides us with immense business opportunities and can further boost our efforts to improve our presence in the global energy sector,” said Petrotrin president Khalid Hassanali, who was also present at the signing.

Melones Oil Terminal Inc is a privately-owned organisation with facilities under construction at the Pacific end of the Panama Canal. The widening of the Panama Canal will bring increased business to Gulf Coast ports, even if most of them aren’t deep enough to handle the world’s biggest container ships, regional port directors told the Gulf South Bank Conference Tuesday. Greg Rusovich, moderator of the lunchtime panel at the conference at the Ritz-Carlton New Orleans hotel and chief executive of Transoceanic Trading and Development Company LLC, said that the perception is that the completion of the Panama Canal widening in 2014 is all about competition for the big ships, which are a better fit for ports with water more than 50 feet deep on the east and west coasts.

But Rusovich said the canal widening means that there will also be an expansion in medium-sized container ships that would be well-suited for Gulf Coast ports. “That’s the opportunity,” he said.

Following their transit through the famous Panama Canal last week, the international Clipper 11-12 Round the World Yacht Race fleet is now back at sea, starting Leg 11 from Panama to New York at 2330 UTC last night.

Ahead lies around 2,100 nautical miles, starting with four days of hard upwind sailing, before the boats break out of the Caribbean Sea into the Atlantic Ocean. My San Antonio reports that the deepening and widening of the Panama Canal will have a ripple effect on shipping throughout the world, but what happens in Texas depends on the various ports.

When larger ships start routinely crossing the canal in 2015, long-haul container ship routes will change because they will be able to make more all-water deliveries, Rodolfo Sabonge, the canal’s vice president for market research and analysis, said. He was in San Antonio as a keynote speaker for a conference of the Federation of Freight Forwarders, Logistics Operators and Cargo Agents of Latin America.

Ultimately, the canal’s influence in reducing costs for consumers will expand because of the widening project, Sabonge said.

“With the larger vessels, we are looking at lower costs for importers in San Antonio, like H-E-B,” said Jorge Canavati, Port San Antonio’s business development vice president. “The bottom line is better costs.”

A Panamanian man who watched his two companions die while surviving at sea for 28 days in their small disabled boat has sued a U.S. cruise line because one of its ships failed to help, his attorney said.

Attorney Edna Ramos said Sunday that the lawsuit alleging negligence by Princess Cruise Lines was filed in a Florida state court on behalf of Adrian Vazquez.

The 18-year-old Vazquez and companions Fernando Osorio, 16, and Elvis Oropeza, 31, set off for a night of fishing on Feb. 24 from Rio Hato, a small fishing and farming town on the Pacific coast of Panama that was once the site of a U.S. Army base guarding the Panama Canal. The boat’s motor broke down on the way back and the men drifted at sea for 16 days before seeing a cruise ship approach March 10.

As far as Navy ships go, what’s in a name?

It seems that the current Secretary of the Navy, the Honorable Ray Mabus, Mississippi’s own former governor, is in political hot water, or as we say in South Korea, “deep kimchi” (fermented vegetables), over his recent deviation from the traditional formula for naming newly commissioned naval warships.

Instead of naming them after deceased national heroes, famous battles or American cities, he wants to begin honoring living politicians.

You’d think someone who went to Harvard would know to stay out of this nautical minefield, which has been a source of contention ever since the Continental Navy’s John Paul Jones took it on himself to rename France’s gift vessel, the Duc de Duras, the USS (United States Ship) Bonhomme Richard.

What Mr. Mabus should really be worrying about is that our once-proud Navy is down to a mere 283 ships, as compared to almost 600 during the Reagan administration – barely enough to cover our worldwide commitments.

Politicians can name ships whatever they want, but sailors will always rename them to suit the ship’s personality.

Ships have “karma,” good and bad.

Q: Two college roommates and I booked a cruise through Celebrity Cruise Lines. We did everything as suggested — booked through a travel agency, had Celebrity book the airfare and took out insurance.

When we arrived in Charlotte for our connecting flight, US Airways said there was a mechanical failure and they needed 20 volunteers. They did not get their 20, so two of us did not have seats for the smaller plane they brought in. The one who had a seat was not going without the other two, so they took her seat and gave it to a family of three that did not have a cruise ship to get to.

The airlines could not get us down to San Juan to leave with the ship. The best they could do is get us to the first port of call, which was two days later. It was hell for the next two days! We asked for the luggage to go to the ship so we were without it for those two days.

The most US Airways will offer is a $300 voucher. The insurance only paid for the minor things and reimbursed for two days of the cruise. It seems a really

After some rough sailing, the prospect of deepening Charleston Harbor is finally on a steady course.

The budget the Senate is considering this week recognizes the projects value to the state with an allocation of $180 million that would serve as the states match.

And last month, the Senate approved a bill allowing South Carolina to borrow $120 million for the deepening project if the federal government doesnt pay its share.

While that action underscores the significance of the port to South Carolina, it would be a mistake to suggest that the port is useful only to the state. It is a vital link to commerce that serves the eastern part of the United States. As such, it deserves to have the federal government do its part.

By recommending $3.5 million to study deepening Charleston Harbor, President Obama and the U.S. Senate Appropriations Committee are putting some of the responsibility for the project where it belongs with the federal government.

Panama Canal expansion turns into money grab

The promise of a Panama Canal expansion has spurred a flurry of legislative pleas and proposals.

Too bad it’s largely hype.

Improvements completed on the canal by 2014 will allow ships twice as big to reach the East Coast. In theory, this could reroute vessels that stop on the West Coast and send goods across the country.

Lawmakers have used the expansion to push along bills, beg for more funding and tout their role enhancing international trade. And the canal has turned into an unlikely catchphrase for an oft-ignored port industry.

But much stands in the way of that potential. Goods still will move faster across the country than through a full water route. The East Coast option may prove cheaper, but Panama has not said how much it will charge in tolls. And the Suez Canal already offers a venue for these larger ships.

The truth is nobody really knows.

“It’s all a money grab,” said Tom Finkbiner, senior chairman of the Intermodal Transportation Institute at the University of Denver. “The competition becomes between ports and it goes to Washington and you have to justify why you are spending this money. So it becomes an excuse.”

Passenger Jeff Gilligan, a birdwatcher from Portland, Oregon, has told journalists that he was among the first people to notice the small boat. Another birdwatcher, Judy Meredith of Bend, Oregon, has also said she saw the small open boat and through her bird-spotting scope could see a man waving what looked like a dark red T-shirt.

PANAMA CITY, Panama – The lawyer for a Panamanian man who watched two companions die while surviving at sea for 28 days in their small disabled boat says he’s suing a U.S. cruise line because one of its ships failed to help.

Attorney Edna Ramos says the lawsuit alleging negligence by Prince Cruise Lines has been filed in a Florida state court on behalf of Adrian Vazquez.

Vazquez and companions Fernando Osorio and Elvis Oropeza drifted at sea with a broken motor for 16 days before seeing a cruise ship approach on March 10. Although the men called for help, the ship did not stop.

Princess Cruises has said passengers never told the ship’s captain they saw a boat.

Osorio and Oropeza died later. Vazquez was rescued on March 22 near Ecuador’s Galapagos Islands.

Big changes to Panama Canal spur big changes to Port Manatee

PORT MANATEE –

Port Manatee is making changes in an effort to be competitive with the big changes in the Panama Canal.

With new dimensions in the important shipping canal, Senior Director of Trade Development and Special Projects for Port Manatee Steve Tyndal said it was time for Port Manatee to follow suit.

“This gives businesses a more competitive option, and creates better pricing for their customers,” Tyndal said. “It also creates job opportunities and that’s what ports are all about.”

With bigger ships being able to squeeze through the canal, bigger ships can make it to Port Manatee.

Much of the expansion at Port Manatee is complete, which includes the most difficult aspect of the operation: dredging.

The sea floor was scooped an extra 40 feet deep and 400 feet out from the port in order for ships to be able pass each other and dock easier in the port.

Any ship that can pass through the Panama Canal, can now pass through Port Manatee.
