The recent article in your paper about the Northwest Passage brings to mind the similarities between the northern passage and the Panama Canal.

The Panama Canal opened in 1914. Apart from the many millions it cost to build, thousands of workers perished during its construction.

Its effectiveness has contributed to the rapid growth of the world’s economy. Canada’s Northwest Passage will likewise provide direct routes to the world’s trade centres. A voyage from Europe to Asia would save some 7,000 miles using the northern route.

If this new asset is to bring benefits to the North, then we would have to be prepared. It’s not likely that it will cost thousands of lives, but it could have a devastating effect on the lives of those who live along its shores unless safeguards are in place to ensure an orderly and beneficial outcome.

Canada has to be ready for the day that is fast approaching when the Northwest Passage will be open all year round. That could happen faster than anyone thought.

The question of sovereignty will no doubt enter into the argument. Canada claims ownership, however the U.S. and the Russians will argue that

Maersk Line CEO Søren Skou visited the Panama Canal expansion construction site accompanied by Panama Canal Administrator Jorge L Quijano during his recent trip to Panama.

Mr Skou and other Maersk Line executives had the opportunity to see the construction site of the new locks in the Atlantic side, which will allow the transit of Post-Panamax vessels through the Panama Canal.

During the visit, Panama Canal Administrator Jorge Luis Quijano updated the delegation on the progress of the expansion programme.

The Maersk delegation also met with Panama Canal Administrator Quijano and Rodolfo Sabonge, Executive Vice President for Planning and Business Development, to discuss the conceptual framework of the waterway’s toll structure after 2015.

  The Panama City Police Department continues to investigate a shooting incident that occurred on May 15 at Macedonia Garden Apartments.

  The Panama City Police Department continues to investigate a shooting incident that occurred on May 15 at Macedonia Garden Apartments.

  The victims that were injured have been identified as William Poole, 18, and Defrevion Duhart, 21.

  Poole was treated and released from a local hospital for a gunshot wound to his left foot. Duhart was admitted to a local hospital for continued treatment for a gunshot wound to his buttocks area.

  Both wounds are believed to be non-life threatening.
  The third male who was observed fleeing the area armed with a handgun remains unidentified.

  He is described as a black male wearing a white tank top and black pants.

  ]]> The Panama City Downtown North CRA wants to highlight a key part of the city’s demographic.

  “I think the African American community is a big part of Panama City,” said Toni Shamplain. Shamplain is the Downtown North Manager for the CRA. She says being from Panama City allowed her to realize an area of potential.  

  “We have a African American community that is located in the middle of Martin Luther King, or Highway 77,” said Shamplain. “So, how can we energize that community, how can we utilize the history, the people the greatest resource the people that are there to create an economic engine?”

  The plan is to create an African American Cultural District that expands beyond 11th and 15th street. The design plans will help with that process.

  “What we are trying to do it to use the mechanisms of cultural heritage tourism to become an economic engine for that community,” said Shamplain. “And if you are looking at the tourism marketing, most tourists want to come and see what the locals do, or where the locals are.”

  Shamplain says the potential district within the city has a lot of history to offer, including the long standing families from the area. One

  ]]> PANAMA CITY — Police are searching for at least one suspect in a shooting Wednesday afternoon that left two men wounded.

  Police were called to the Macedonia Garden Apartments around 4 p.m. when shots rang out in a busy courtyard. Two men were hit and transported to the hospital with what Panama City Police Chief Scott Ervin said did not appear to be life threatening injuries.

  Both men were shot below the waist, Ervin said, and it appeared neither lived in the apartment complex. Police did not release the names of the victims.

  It’s not clear how many guns or shots were fired, but Ervin described the gunfire as an “exchange.”

  Neighbors gathered in breezeways to watch as investigators taped off a large portion of the property and appeared to be marking shell casings in a courtyard between the D and F buildings. Detectives knocked on doors to locate anyone who might have witnessed the shooting.

  At Southern Airways Express’ recent press conference and public reception in Olive Branch, MS, Chairman and CEO Stan Little disclosed the Memphis-based carrier’s plans to fly non-stop from both Olive Branch and Dewitt-Spain Airport in downtown Memphis to four destinations, including Panama City Beach.

  Instead of utilizing the new terminal at ECP, Southern passengers will arrive and depart from Sheltair Aviation, the executive terminal that is similar to other terminals that Southern uses throughout the region. In addition to flights to and from Memphis, Southern will also offer Panama City non-stop service to and from New Orleans (Lakefront Airport), Birmingham and Oxford, MS.

  Southern will be the only carrier offering non-stop flights from Memphis to anywhere on the Gulf Coast between New Orleans and Tampa. Since its merger with Northwest Airlines, the dominant carrier at Memphis International has dropped all non-stop service to Gulfport, Mobile, Pensacola, Fort Walton Beach and Panama City.

  ]]> A 24-year-old Chickamauga, Ga.-man’s body was found face down floating in the water on Panama City Beach this week.

  Kevin Lamar New, Jr. was removed from the water behind Tropic Winds Condominium on Front Beach Road where he had been fishing, according to news reports in the Panama City News Herald.

  A beachgoer administered CPR to New until paramedics arrived on scene at about 6 a.m. Sunday. He was later pronounced dead at Bay Medical Center, according to the report.

  New’s wfe told authorities that he was prone to seizures and that he was off of his medication at the time. An autopsy is pending, according to the news report.

   The first reading of the approval for a development order for a site plan was read by Panama City officials at Tuesday’s Commission meeting at City Hall.

  The approval is for phase one of the project that would allow 274 lots to be built on the property.

  The next step is to further discuss the development agreement that deals with infrastructure concerns about impact credits and utilities issues.

  ]]> From fisherman to business owners everybody took advantage of their time to weigh in on the ice house issue.

  The ice house is owned by Steve Darden and has been at the Panama City Marina for decades. The structure provides ice to commercial and recreational fishing vessels in the area.

  As a part of the city’s marina project plans the city plans to move the ice house to St. Andrews Marina. Moving the ice house to that location is convenient for fisherman who call St. Andrew’s Marina their home slip. 

  But for business owners in St. Andrews it’s a potential eye sore and not in the best interest of St. Andrews.

  “St. Andrews was built as a fishing port and it’s a necessity for fishing boats to have ice to make a living,” said Mitch Holman of Captain’s Table.

  “Especially this time of year, we need that ice, we need that fuel,” said Sean Keitges, Owner of the ”Long Shot” fishing vessel. “Without it we are going to have to figure out something else to do.”

  “Everyone of those boats have to get their ice from somewhere,” said Cathy Dove, the ice house’s owner. “So many fisherman say they would have to go to Appalachicola.

  Los más reconocidos expertos en la materia comentarán en SIMACITIES las razones del crecimiento que se está produciendo en las ciudades latinoamericanas y europeas y mostrarán el abanico de oportunidades de inversión que ofrecen estas. Asimismo, expondrán los modelos de financiación relacionados con la realización de proyectos urbanísticos, de infraestructuras e inmobiliarios.

  ]]> PANAMA CITY — Plans for the largest business and residential community development in the city’s history proceeded Monday night.

  Planning Board members approved adjustments to plans on the old airport property and stipulations to Phase I of SweetBay, a project proposed by developer St. Andrew Bay Land Co.

  The 704-acre development eventually will include 3,200 homes, 700,000 square feet of commercial space and the University Academy, Florida State University’s charter school in Bay County, as well as parks, ponds and green space. The property is located at the northern end of Lisenby Avenue, where the Panama City-Bay County International Airport was located before it moved to the West Bay area. The Airport Authority sold the property to St. Andrew Bay Land Co. for $51.4 million in February 2011.

  The Panama City Commission will vote on adjustments during today’s meeting at 5 p.m.

  In November 2011, St. Andrew Bay Land Co. brought the planned unit development agreement before the Planning Board and received approval. The St. Andrew Bay Land Co. has revised five agreements since then – including options for overhead power lines, tree removal,

  As we taxied down the runway in Miami headed to our new home in Panama, I hit my melting point and the tears started flowing. Por ende, el parque de automóviles se multiplicó.

  La barriada donde vivo no fue ajena a este desarrollo inmobiliario y mobiliario y se convirtió en una ciudadela gracias a una empresa constructora que, hasta ese entonces, se dedicaba solo a construir (iniciar) carreteras que no terminaba.

For a century its fortunes have been inextricably linked to the canal, whose billion-dollar revenue bypasses the third of the population living below the poverty line; it still uses the US dollar, a remnant of the years when its neighbour virtually ran the place; the capital’s skyline is dominated by a forest of half-empty skyscrapers, owned by foreign speculators. By all accounts the city is culturally bereft. Although Panamanians are avid filmgoers, their diet consists entirely of Hollywood films.

  This has changed with the arrival of the International Film Festival of Panama, which last month concluded its successful second edition. The festival’s chief aim is to introduce audiences to the best of world cinema, with an emphasis on Latin American films. With 17,000 tickets sold this year, and another 5,000 people attending free outdoor screenings, there’s clearly an appetite for something new.

  The two-level restaurant is located in a new entertainment and dining complex in the Multi-Plaza shopping center. Other international brands that have also established locations in Panama City’s Multi-Plaza include Hugo Boss, Coach, Jimmy Choo, Juicy Couture, Louis Vuitton and more.

  This is the second restaurant of a five-restaurant development agreement between Pollo Tropical and El Machetazo of Panama. The first Pollo Tropical in Panama opened in May 2012, at the Albrook Shopping Center. This new restaurant reflects the initiatives that Pollo Tropical is implementing in its expansion domestically, such as enhanced service with upgraded plates and glassware, in addition to its flame-grilled marinated chicken, roast pork, guava barbecue ribs and made-from-scratch side dishes.

  “We have worked closely with our franchise partner in Panama, El Machetazo, to ensure that the Pollo Tropical brand will resonate well with new customers, as well as loyal customers, seeking a fresh and flavorful alternative,” said Marc Mushkin, senior vice president of International Development for Pollo Tropical.

  measures to reduce water use as a drought prompts electricity
  rationing in Central America’s fastest-growing economy.

  Hydraulic assistance to lift boats as they exit canal locks
  has been temporarily suspended and two boats will be permitted
  in a lock at once rather than just one, the Panama Canal
  Authority said in an e-mailed statement. The Canal Authority has
  also limited electricity use at its Atlantic and Pacific
  facilities, according to the statement. No restrictions on ship
  transit have been adopted.

  Panama’s government suspended classes at public and private
  schools and universities for the week on May 7 and asked public-sector offices to turn off air-conditioners from 11 a.m. to 3
  p.m. this week. Public sector working hours were also reduced.

  “The decrease in rainfall will continue a few more days,”
  Presidential Minister Roberto Henriquez said in a statement.
  “For that reason, it is necessary for the government to
  implement measures to ration as much as possible and urge all
  citizens of the country to reduce energy consumption to overcome
  the current situation.”

  PANAMA CITY, Panama – The expansion of the Panama Canal, a massive, US$5.2 billion project, is a little more than halfway done.

  The project, which started in 2007 and should be complete by mid-2015, will allow the Panama Canal to handle vessels much larger than those that currently transit the waterway, known as Panamax, according to Irvin A. Halman, president of the Panama Chamber of Commerce.

  “This investment will double the canal’s capacity, increase operational efficiency and provide economic benefits that will improve the quality of life for Panamanians,” said Daniel Muschett Ibarra, executive manager of Resource Planning and Project Control for the Panama Canal Expansion Program. “With the expansion of the canal, revenues are estimated to exceed US$6 billion per year during the first 11 years of operation.”

  After the expansion, post-Panamax ships that are twice as large as Panamax ships will be able to cross from one ocean to the other through the canal within 24 hours.

  ]]> A day at the office turned into a day at the beach Wednesday for the staff of the Panama City Beach Convention and Visitors Bureau (CVB).

  It was National Tourism Day, a chance to recognize the vital role tourism plays in the economy and to thank the people who make it all possible.

  “It’s just our small way of saying thank you to everyone for coming to Panama City Beach and those who work in the industry,” said Susan Estler, the CVB’s Vice President of Marketing.

  The CVB marked the occasion at the M. B. Miller Pier by hosting a cookout featuring music, giveaways and free admission to the pier.

  It didn’t take long for word of the party to get out.  “We’ve already gone through four hundred hamburgers, three hundred hot dogs and five hundred tee shirts,” Barrie Ainsley, CVB Visitor Services Manager, said just an hour into the celebration.

  “We’re a real, fun beach,” Mayor Gayle Oberst said.  “We appreciate [people] coming to visit us.”

  Panama City Beach is one of the most popular tourist destinations in the state with 11 million yearly visitors pumping $1 billion into the local economy.  “Panama City Beach and Bay County are in the top ten destinations within

  There are some locals who have a love/hate relationship with tourists who take over our beaches each year. They love the money it brings in, but hate the extra traffic.

  However, tourism officials say last year’s numbers are reason to celebrate, and that is exactly what they did Wednesday.

  More than 1,000 people hit the County Pier to celebrate the success of 2012 and the tourists that helped make it happen.

  One billion dollars is what they are celebrating and that is how much tourists spent in Panama City Beach and Bay County in 2012. That is not even all the good news.

  “Our March was over 20 percent and we’re currently at over 13 percent increase for this year,” Susan Estler, the vice president of marketing at the TDC, said.

  Most residents appreciate the tourists for how much they bring to the local economy.

  “We love the tourists, they pay for the upkeep of the county, the city, Panama City Beach,” said Leonard Pearce.

  Mr Quijano said that the Panama Canal will start a campaign through several media outlets, including the Internet and social media, allowing Panamanian and international audiences to officially support and endorse the nomination.

  The Central American nation of 3.6 million has a booming economy – Latin America’s fastest-growing at 10 percent a year.

  But it depends heavily on power from hydroelectric plants fueled by water, and the rainy season is a month late, part of an increasingly common pattern scientists and forecasters have linked to climate change.

  Government officials have been warning that the country, which normally has water to spare, is now perilously close to having to ration power, and are trying anything and everything to avoid that.

  “We are hoping that with these steps we will be in a place where we reduce demand” significantly, presidential spokesman Roberto Henriquez said.

  “If we do this for these [three] days, I think we will be able to avoid rationing, which Henriquez warned could “stop, or seriously affect the nation’s economy.”

  On Monday, President Ricardo Martinelli said: “I ask all Panamanians to save energy, because [lack of] rains is seriously undermining our power grid and we do not want to end up rationing.”

  While east coast ports like Baltimore are prepping for large Post Panamax ship, the Alabama Port Authority can already accommodate one–and gets at least one a week.  Once the Panama expansion is finished west coast ports could lose some of that oversized cargo business.  Port Authority director Jimmy Lyons says you shouldn’t expect them to give up.

   

  “If you try to take something away from somebody they react a lot stronger and to have a major shift of cargo you’re going to have take something away from the west coast ports,” says Lyons.  Recent port improvements like a deeper turning basin and new container cranes allow Mobile to handle these larger vessels.  Mobile can handle the large cargo ships as long as Mobile is in the middle of the ship’s journey rather than at the beginning or end.  Ships of that size are too heavy for Mobile if they’re fully loaded with cargo.

  Quintin Earl Sponagle, 48, was apprehended April 17, a federal Justice department spokeswoman confirmed Tuesday.

  “The extradition process is underway in Panama,” Carole Saindon said in an at email.

  Panamenian authorities are handling the process at this stage, she said.

  The Truro native was arrested at a shopping mall in Panama City by Interpol officers, according to online news reports in that country.

  Sponagle was charged in June 2011 in Kentville provincial court with three counts of fraud over $5,000 and one count of theft over $5,000.

  An investigation by the RCMP’s financial crimes section in Nova Scotia found that 179 investors with Jabez Financial Services Inc. were defrauded of more than $4 million.

  Sponagle was general manager and principal of Jabez, a company registered in Panama in 2005 but not authorized to trade securities in Nova Scotia.

  Jabez was dissolved in 2007 and about $1.5 million in assets were recovered from its Curacao bank account.

  Sponagle fled to Panama in 2006 after being summoned by the Nova Scotia Securities Commission and authorities

  Quintin Earl Sponagle, 48, was apprehended April 17, a federal Justice Department spokeswoman confirmed Tuesday.

  “The extradition process is underway in Panama,” Carole Saindon said in an email.

  Panamanian authorities have already received a request to return Sponagle to Canada, she said.

  The Truro native was arrested last month at a shopping mall in Panama City by Interpol officers, according to online news reports in that country.

  He was charged in June 2011 in Kentville provincial court with three counts of fraud over $5,000 and one count of theft over $5,000.

  The RCMP laid charges after an investigation found that 179 investors with Jabez Financial Services Inc. were allegedly defrauded of more than $4 million.

  Sponagle was general manager and principal of Jabez, a company registered in Panama in 2005 but not authorized to trade securities in Nova Scotia.

  A spokesman for the RCMP’s financial crime unit in Nova Scotia said police hope Sponagle will be returned to Nova Scotia as soon as possible to answer to the charges.

  A government press release said that on May 2, President, Ricardo Martinelli met with Japanese Minister of Foreign Affairs Fumio Kishida, who described the progress that Panama has made in terms of the economy and the Canal expansion, as a very important issue for Japan, already one of the four most frequent users of the waterway.

  Martinelli said: “The feasibility of a low interest loan from Japan for the construction of a railway to connect the western sector with the Panamanian capital is under study.
  “We have commenced discussions relevant to having a direct flight between Panama and Tokyo, from Tocumen airport, and explained all the advantages that Japanese entrepreneurs will have in establishing their businesses in our territory,” he added.

  ]]> PANAMA CITY — Bennigan’swill open its first restaurant in the Bay County area this fall inside the former Ruby Tuesday’s at the Panama City Mall.

  Paul M. Mangiamele, who serves as the president and chief executive officer of Bennigan’s Franchising Company LLC, promised a new look and prototype for the brand.

  “I’m calling it the Bennigan’s renaissance,” Mangiamele said.

  Mangiamele has brought in David Hollinger, of Hollinger Restaurant Group, to run the new Bennigan’s. Hollinger, a native of Oxford, Miss., is not new to the restaurant business. He said he understands the long hours that lie ahead and plans to move to Panama City Beach.

  “We’re going through some mega changes and it is going to look a lot different than it did before,” Hollinger said of the new Bennigan’s. “We thought the 23rd Street would be our best location.”

  The permits have been pulled, Hollinger said, but work has not yet begun. Once open, the restaurant is expected to seat about 225 people. Hollinger said the restaurant will hire between 100 and 125 people.

  Mangiamele said franchisees go through a vetting process.

  Two stars of the popular cable TV show “Swamp People” are taking a break from catching gators and spending a day at the beach.

  Troy and Jacob Landry will answer questions and sign autographs on Friday, May 17 at Bayou’s Bill’s Crab House in Panama City Beach.

  “Swamp People” follows the Landry’s and other alligator hunters around the swamps of Louisiana during gator season. Troy is known for his famous catchphrase ‘Choot Em!’

  The event at Bayou Bill’s starts at 5:00 p.m. and is free to the public.
